These terms and conditions govern your use of the DVLA's Vehicle Management and Personalised Registration Online website and your relationship with this website. Please read them carefully as they affect your rights and liabilities under the law. If you do not agree to these terms and conditions, please do not use this website.
Access to the service
This service allows the current registered keeper of a vehicle to register the vehicle to a new keeper after a private sale, or to update the vehicles record after a purchase or sale of a vehicle from or to a trader. In the future, additional services and features may be added.
You should only attempt to access this service if you are authorised to do so: if you are the registered keeper, you are acting on behalf of the registered keeper, or you are a trader.
Using the Service
- Please note, the below are mandatory fields. When using the service, there may be some additional optional fields that you can complete.
To use this service for a Keeper to Keeper sale (K2K) you will need:
- Registration mark
- Latest V5C registration certificate (logbook) document reference number
- Name and address of new keeper
- Date of sale
To use this service for Disposal to Trade you will need:
- Registration mark
- Latest V5C registration certificate (logbook) document reference number
- Trader name and address
- Date of sale
To use this service for a Purchase from Trade you will need:
- Registration mark
- Latest V5C registration certificate (logbook) document reference number
- Trader name and address
- Name and address of new keeper
- Date of sale
This service will be accessible to all individuals who wish to register a private sale of a vehicle, sale to a trader or purchase from a trader, from 7am to 7pm (including weekends and bank holidays).
We cannot guarantee that the service will be fault free. If a fault occurs, we will attempt to correct the fault as soon as we reasonably can.
Costs
There is no cost for the above services, but when registering a new keeper, you may be able to tax the vehicle online at the same time. If you sell your vehicle, your vehicle tax will be cancelled by DVLA. If you pay by Direct Debit, the Direct Debit will be cancelled automatically.
You’ll automatically get a refund cheque for any full months left on your vehicle tax. The refund is calculated from the date DVLA gets your information. The cheque is sent to the name and address on the vehicle logbook. Please contact DVLA if you have not got your refund cheque after 8 weeks.
Payment cards
Debit and credit cards are accepted for payment on this website. Card information is transferred in accordance with our security statement.
Continuity of service
Where possible, DVLA will use reasonable endeavours to ensure that there is no break in the continuity of service and will only make changes when required. Outages may be required on occasions where essential upgrades to the service need to be implemented.

DVLA does not accept liability for loss or damage incurred by users of this service, whether direct, indirect, or consequential, whether caused by tort, breach of contract or otherwise, in connection with our service, its use, the inability to use, or results of the use of our service, any websites linked to it and any materials posted on it.

Amendments to Terms and Conditions

These Terms and Conditions shall be governed by and construed in accordance with the laws of England and Wales and any disputes will be decided only by the English courts.
